Human Resource Generalist - Springfield, IL.

HR Generalist Position Overview:

  • To assist with the continued development and implement a comprehensive human resources management program that focuses on the agency and its staff.
  • Major areas of focus include strategic planning, recruitment and staffing, compensation and benefits, employee relations and compliance with employment laws and regulations.
  • Assist and advise management on HR issues.

Responsibilities may include but are not limited to:

  • Formulates HR policies, programs and objectives (strategic and operational) and is responsible for the publication, dissemination and explanation of the same
  • Evaluates HR policies and practices to determine their effectiveness
  • Initiates organizational planning to evaluate the placement and utilization of personnel and their knowledge, skills and abilities in order to determine the need for realignment, recruitment or acquisition of staff and/or capabilities
  • Oversees and administers day-to-day personnel transactions. Institutes standard personnel record keeping procedures and practices to ensure legal and regulatory compliance and the maintenance of appropriate confidentiality
  • Conducts new hire orientation for new employees to ensure an understanding of policies and benefit plans
  • Assists executive management with new producer/employee contracts and ensures contracts are renewed in a timely manner
  • Processes the payroll for employees and independent contractors in an accurate and timely manner
  • Conducts exit interviews with terminating employees to ensure an understanding of COBRA, vacation payout and final payroll
  • Develops management resources to ensure effective HR administration, (i.e., employee handbook and policy manuals,) and provides routine reports and feedback
  • Develops and administers an effective system of job descriptions designed for usefulness in orientation, performance management and recruitment
  • Coordinates the recruitment, screening and selection techniques and initiatives to be used in meeting staffing and management needs
  • Designs personnel forms, (i.e., performance, salary adjustments, new hire, terminations, status change)
  • Ensures compliance with statutes and regulations in all recruitment and staffing processes
  • Promotes internal employment and advancement opportunities to enhance career growth and development
  • Establish and enhance staff’s knowledge of company policies and procedures; enable them to develop and enhance their skills; and give the company a trained workforce that can achieve its organizational objectives
  • Leads and monitors the development and implementation of programs that measure work performance and accountability. Directs decisions concerning promotion, advancement, and reassignment
  • Directs and/or assists with analysis and monitoring of salary and wage levels, overall compensation structure, incentive plans and benefits to ensure appropriateness
  • Works closely with executive management, insurance carrier and investment representatives to construct benefits programs/plans and to educate employees relative to plan design and participation eligibility
  • Administer the companies 401(k) Plan and all associated duties (audit, 5500, compliance)
  • Monitors pay practices, timekeeping and reporting policies, to ensure compliance with applicable federal and state laws and regulations
  • Develops, promotes and administers programs for employee reward and recognition
  • Promotes organizational culture, philosophy and work ethic
  • Develops and promotes policies that enhance a corporate culture based on respect for individuals, their capabilities and their differences; limit legal exposure and liability; and generate a sense of fairness and equality
  • Resolves any HR legal exposure
  • Advises management concerning personnel transactions such as merit increases, promotions, transfers, reassignments, counseling, disciplinary actions and terminations
  • Analyzes employee turnover. Identifies and recommends changes in policies and programs as they affect the morale, attitude, and retention of employees
  • Ensures that the internal grievance procedure is properly administered
  • Coordinates and administer all benefits payable under the company’s workers compensation policy and program
  • Develops, promotes and administers a compliant record keeping system for the maintenance of employee health and medical information
  • In general, identifies legal requirements and government reporting regulations affecting the Human Resource function, and seeks to ensure compliance. Prepares information and responses for government agencies as requested to satisfy investigations and compliance oversight
  • Supports and/or adheres to the company’s mission, values, philosophies, and policies
  • Performs additional duties as assigned

Required Skills and Education:

  • Bachelor’s degree or equivalent work experience is required
  • Must have or obtain within 180 days of employment the Professional in Human Resource certification (PHR)
  • Knowledge of general Human Resources Practices and labor laws
  • Ability to maintain a high level of confidentiality with strong interpersonal skills to handle sensitive and confidential situations and documentation
  • Ability to use word processing, spreadsheet and database applications
  • Ability to independently establish priorities and meet deadlines
  • Ability to present facts and recommendations effectively in oral and written form
